On an average school day, the National School Lunch Program serves roughly 30 million meals to American students. The program operates under federal nutritional standards set by the USDA, and it’s the primary food policy intervention touching the largest number of children in the country. How much sugar those 30 million meals contain, and whether that’s improving, is a policy question with direct health consequences at scale.


USDA Nutrition Standards for School Meals

The Healthy, Hunger-Free Kids Act of 2010 authorized the USDA to update school meal nutrition standards for the first time since 1995. The updated standards, implemented starting in 2012, set specific requirements:

  • Fruits and vegetables required daily at lunch; half the grains must be whole-grain rich
  • Milk limited to fat-free (unflavored or flavored) or low-fat (unflavored only)
  • Sodium limits (being phased in over time toward lower targets)
  • Calorie ranges appropriate to grade level
  • Limits on saturated fat (no more than 10% of calories)

The 2012 standards did not include specific limits on added sugar in school meals. The USDA set limits on saturated fat and sodium but did not establish an added sugar target for meal components.

The Biden administration proposed the first-ever added sugar limits for school meals in 2023, capping added sugar at 10% of weekly calories, with implementation planned for 2025. The rule was finalized in April 2024.


Flavored Milk: The Sugar Debate at School

Flavored milk (chocolate, strawberry, vanilla) is available in most school cafeterias. An 8-ounce carton of chocolate milk typically contains 7-12g of added sugar. Many schools offer low-fat chocolate milk as the alternative to plain white milk.

The flavored milk debate illustrates the tension in school food policy: milk provides calcium, vitamin D, potassium, and protein that many children don’t get elsewhere in the diet. Removing flavored milk from cafeterias typically results in decreased total milk consumption (students choose other beverages), which may reduce nutritional adequacy. Keeping flavored milk adds a meaningful amount of added sugar to the school day.

Research on flavored milk removal from school cafeterias has found mixed results: some studies find decreased total milk consumption without improvement in other calcium sources; others find the reduction in sugar outweighs the nutritional loss. The answer may depend on what beverages students switch to and what else is available.


Competitive Foods: The Parallel System

While USDA standards govern the National School Lunch Program and School Breakfast Program, a parallel system of “competitive foods”. Those sold outside the meal program in vending machines, school stores, à la carte lines, and school fundraisers, operated under different and looser rules for decades.

The USDA’s “Smart Snacks in Schools” standards, finalized in 2014, were the first federal standards applied to competitive foods. They require that snacks and entrées sold during the school day:

  • Have at most 200 calories per portion
  • Have no more than 35% of calories from total fat
  • Have no more than 10% of calories from saturated fat
  • Have no more than 35% of total weight as sugar
  • Have no more than 230mg of sodium per portion (snacks) or 480mg (entrées)

The 35% sugar-by-weight limit is permissive enough to allow many candy bars and sweetened snacks. A product with 35% of its weight as sugar in a 40g package contains 14g of sugar — well above any meaningful health target.


What Students Actually Consume at School

Studies of dietary recall data among school-age children show that school represents approximately one-third to one-half of children’s daily caloric intake. The food consumed at school comes from multiple channels: the federal meal program, competitive foods, and food brought from home.

A 2019 study in the American Journal of Clinical Nutrition analyzing data from the School Nutrition Dietary Assessment-IV found that students who participated in the NSLP ate more fruits and vegetables and less saturated fat than non-participants, but consumed comparable amounts of added sugar, because added sugar in the federal meal program (from flavored milk, desserts, and some grain components) partially offset benefits in other areas.

School vending data from multiple states suggests that sweetened beverages and snack foods high in added sugar remain prevalent in schools despite competitive food standards, partly because the standards allow substantial sugar and partly because enforcement varies.


Research on School Food Policy

Several natural experiments have allowed researchers to study the effects of school food policy changes.

The California experience: California banned sweetened beverages (including juice drinks and sports drinks) from middle and high school vending machines in 2005. A 2011 study in Pediatrics found a significant reduction in soda and other sweetened beverage consumption in California students compared to a national comparison group over the same period.

The UK school food standards: The UK reformed school food standards in 2006 following Jamie Oliver’s “Feed Me Better” campaign. Research by Belot and James (2011) in the Review of Economic Studies found that students in the boroughs that most improved their school food showed better academic performance, fewer absences due to illness, and improved test scores, suggesting school food quality has measurable cognitive consequences.

The Smart Snacks implementation: Research examining the effects of the 2014 Smart Snacks standards found modest reductions in availability of high-calorie, high-sugar competitive foods, but significant variation across states and districts in implementation quality.


Breakfast Programs and Added Sugar

The National School Breakfast Program provides breakfast to approximately 15 million students daily. Breakfast menus frequently include sweetened cereals, flavored yogurt, pastries, and juice — items that can deliver 15-25g of added sugar before the school day begins.

A 2021 analysis of school breakfast offerings across multiple states found that the average school breakfast contained 13.9g of added sugar, more than half the AHA daily recommended limit for children.

Students who eat school breakfast have better attendance, attention, and academic performance than those who skip breakfast entirely, regardless of breakfast content. The comparison that matters for policy is not “school breakfast vs. ideal breakfast” but “school breakfast vs. no breakfast”, which affects how aggressively to push for added sugar reduction in these programs.
