The Nutrition Facts label is the primary mechanism through which U.S. consumers receive information about sugar content. It’s been through three major revisions since 1990, and the 2020 update was the most significant change in 25 years. This page covers what the label shows and, more usefully, what it omits.

A Brief History of the Label

The Nutrition Labeling and Education Act (NLEA) of 1990 made nutrition labeling mandatory for most packaged foods. The first standardized Nutrition Facts panel appeared in 1994. It included total carbohydrates, dietary fiber, and sugars. But “sugars” meant total sugars (natural + added), and there was no requirement to distinguish them.

For 22 years, a cup of plain yogurt (with 12g of natural lactose) and a cup of flavored yogurt (with 12g natural lactose + 14g added sugar) were indistinguishable on their labels. Both showed 26g and 12g of “sugars” respectively, but you couldn’t tell from the label how much was added.

The 2016/2020 Update

The FDA finalized major Nutrition Facts changes in 2016, with full compliance required by 2020 (2022 for small manufacturers). Key changes affecting sugar:

Added Sugars line. Under “Total Sugars,” manufacturers must now show grams of added sugars and a % Daily Value based on a 50g/day limit (which represents 10% of a 2,000-calorie diet, matching the Dietary Guidelines recommendation).

Serving size revision. Serving sizes must now reflect “customary consumption amounts” — what people actually eat, not theoretical minimums. A 20 oz soda, previously labeled as 2.5 servings, is now a single serving because people drink the whole bottle.

Calorie count emphasis. Font size for calories was increased.

What “Added Sugars” Includes (and Doesn’t)

The FDA defines added sugars as “sugars that are added during the processing or preparation of foods.” This includes:

  • White sugar, brown sugar, honey, maple syrup, molasses
  • High-fructose corn syrup, dextrose, maltose, glucose
  • Fruit juice concentrate used as a sweetener
  • Any syrup or sugar

It does NOT include:

  • Lactose naturally present in milk and plain dairy products
  • Sugars naturally present in whole fruit
  • Sugars naturally in vegetables

This distinction matters in practice. A fruit-flavored beverage made with 100% fruit juice and no added sugar shows 30g under “Total Sugars” and 0g under “Added Sugars.” This is accurate but can be misleading, since fruit juice delivers sugar rapidly and without the fiber that slows absorption in whole fruit.

What the Label Doesn’t Tell You

Source of sugar. The label shows total and added sugar but not the source, whether it’s sucrose, fructose, HFCS, or honey. Different sources have different metabolic effects.

Location in the ingredient list. Many products list multiple sugar sources (sugar, HFCS, maltodextrin, honey) separately, keeping each ingredient appearing lower on the list by weight. This is legal. The total sugar content is on the Nutrition Facts panel, but the multiple-source strategy makes the ingredient list harder to read.

Sugar in restaurant food. Chain restaurants with 20+ locations must post calorie counts, but not the full Nutrition Facts panel including sugar grams. You can look up sugar content online for major chains, but it’s not required at point of sale.

Sugar in fresh foods. Fresh meat, produce, and fish are exempt from nutrition labeling. This is generally fine for those foods, but means fresh-squeezed juices at a juice bar don’t require disclosure.

The % Daily Value for Sugar

The 50g/day DV for added sugar was set to represent 10% of calories from added sugar on a 2,000-calorie diet. This is more permissive than the AHA recommends (25g for women, 36g for men) but less than what average Americans actually consume (~68-80g/day from multiple estimates).

The %DV allows comparison: a product showing 40% DV for added sugar per serving is providing nearly half a day’s recommended added sugar intake.

The Industry’s Objection

The sugar industry lobbied against the Added Sugars line, arguing it conflated chemically identical sugars and implied that naturally present sugars were safe while added sugars were harmful. The FDA’s response: the distinction is about dietary context and processing, not molecular difference. Research shows associations between added sugar intake and chronic disease that don’t appear with equivalent natural sugar from whole foods, partly because whole foods have protective nutrients and fiber.
